The problem
17 is one ten and seven ones, not 1 and 7
Children see two digits and read them as two single numbers. The 1 in 17 is worth ten.
Reading the 1 as one
In 17, children say 1 and 7. The tens digit counts groups of ten.
Swapping the places
96 is 9 tens and 6 ones. A child may write 6 tens and 9 ones, reading right to left.
What 40 means
40 is 4 tens and 0 ones. Children sometimes say 4 ones or leave out the zero.
Each item gives a number and asks for tens and ones, such as 17 = 1 ten and 7 ones. Children link the digits to groups of ten and leftovers.

The left digit counts tens, the right digit counts ones.
